For years, some of the ROC administrative organizations failed to prudently estimate and manage issues in public policy planning, policy assessment, policy conduction, and response to public opinion and anticipation, which led serious financial losses due to low efficiency and performance while conducting policies, such as the Fourth Nuclear Power Plant Dispute, the High Speed Rail BOT projects, Kaohsiung MRT project, and the second phase of Financial Reform.
According to Transparency International, Taiwan’s Corruption Perception Index (CPI) was lingering around the 25th to 39th place from 1995 to 2009, which indicated that Taiwan did poor to prevent corruption. Specifically after political party change in 2000, Taiwan’s CPI has fallen beyond the 30th place and gone even worse and worse, which brought up the issues of what has happened to the governance in Taiwan and the correlation between anti-corruption campaign and governance performance. In this regard, this paper aims to discuss the causes and types of corruption in terms of the government’s action upon anti-corruption and governance performance. Through case analysis, this paper tries to provide ways to strengthen the governance performance in Taiwan.
Research approaches include document analysis, secondary data analysis and case analysis. The quoted data from secondary data analysis and case analysis are adopted from public information issued by the government. This paper finds that corruption not only rottens social atmosphere and causes the loss of social capital but, even worse, hinders the way that the government moves to excellent governance and boosts its international competitiveness. In fact, according to the estimation from the World Bank, the economy around the world may loss around 1 trillion each year. If anti-corruption can be put into practice through effective governance, the Gross Domestic Product (GDP) may go up to more than three times than nowadays. On this basis, the correlation between the prevention of corruption and national development is obviously in a close bond.
Because the causes of corruption are complicated and vary in types, which always involved with guile and covert Dark Figure of Crime, it is far beyond enough to establish a well-structured national integrity system if relying only on law enforcement and public ethical awareness. Only through timely anti-corruption reform, well-functioned bureaucracy, highly-developed official ethics and humanism can a righteous, fair and transparent legal society and national integrity system be well-established and well-functioned.
