| Summary: | 碩士 === 佛光大學 === 公共事務學系 === 98 === Hsuehshan tunnel is the main path lead to Yilan and Taipei city, and also the lifeline of development of culture science, politics, society and economics in Yilan Plane. After start using Hsuehshan tunnel at June 2006, there were six car fires in four years. As we can see, the risk of the tunnel fire is very high. That’s the motive of this research.
These researches start from four aspects - policy, law, system and mechanism. Than we can understand the disaster prevention and rescue system of central and local government, and proceeding review the problem of risk management, to finding some problems and policies in reality, offer some suggestions to governments, enforce disaster prevention and rescue plans, establish response system for major disasters, bring disaster response system more effective, and reach the main goals of life safety and property conservation.
Methods of this research are literature review, compare and analysis, field survey and interview in depth. Here are seven chapters totally; chapter one and two are literature view; chapter three is the main demonstration fundamental of this research; chapter four is to gaining experience by analyzing historical disasters, and compare with the response systems of America, Japan and Taiwan; chapter five is analyzing the response system in Hsuehshan tunnel, than finding the problems of disaster rescue operations; in chapter six and seven, the author try to make conclusions, than offer some suggestions.
After interviewing thirty persons in two month, there are some problems and suggestions in four aspects as follow:
Policy aspect:
People who are response for fire fighting in Hsuehshan tunnel should be permanent. Central government should support local government in economic. Establish fire department subordinate central government. Establish more ICP（Incident Command Post）and JEOC(Joint Emergency Operating Center). Coordinate emergency radio channels. Establish a command, promulgate, and dispatch simultaneously system. Establish an unitary incident command system. Enforce spokesman system and maintain the relationship between governments and mediums. Plan victims emergency evacuate policies. Supervise local governments to participate Strategy Agreement Plan in the response plan of Hsuehshan tunnel.
Law aspect:
Review the jurisdiction of major disaster in Disaster Prevent and Rescue Law. Central and local governments should establish long tunnel response plan.
System aspect:
Enforce the mobilization system of response center. Establish an unite rescue and response system. Establish incidents command, promulgate, and dispatch system. Enforce mass casualty incident strategies at major incidents. Establish the response system for terrorism attacks. Establish unite promulgate and management system for special chemical and toxic hazards.
Mechanism aspect:
Evaluate the human resources and Carries out strength of the professional tunnel fire department. Enforce actions of preparation, maintenance, and management of rescue cars and equipments. Plan some foreign and domestic professional tunnel rescue training plans. Plan and execute each major disaster prevention and rescue drill.
