The most important reason is the lack of consensus in the society, which has concern about the administrative corporation system. This essay aims at exploring the feasibility analysis of applying the administrative corporation system to the national university. The basic theory of the administrative corporation system derives from the rise of the new public management in the 1980s, leading to the trend of reengineering governmental organizations in each country. With a view to promoting the administrative efficiency and effectiveness of the Government, the management philosophy and spirit of enterprises are introduced in a hope to resolve the current growing dilemma. The systematic research approach analyzes the structure, properties as well as rights and responsibilities of the administrative corporation system. The nature of this study is the qualitative research by way of the literature review, case studies and participant observation methods. The background and spirit of the relevant established system in each country is hereby analyzed as reference to establish our administrative corporation system. Through the “Draft of the Administrative Corporation Act”, it will be realized what issues of the prospective enforcement pertaining to our administrative corporation system is likely to occur. This study takes the National Chiang Kai-Shek Cultural Center that applies the administrative corporation system as an example and analyzes the strategy and drawback of promoting such system. In comparison with the development of the higher education in each country, this study elaborates the background of the establishment of our national universities and the necessity of their establishment. This study also deeply surveys the endowment fund currently implemented by national universities, as well as explores its effects and the room to be desired. Due to severe political and economic changes, domestic or overseas, the national universities have been confronted with the challenge of organizational change. At the moment, the spirit of the policy for the administrative incorporation of our national universities rests with the bestowal of the academic freedom and flexibility, as well as the development of our intellectual and the professional research. The “Amendment Draft of the University Act” is analyzed from aspects of the organizational decision-making, finance, personnel and efficiency so as to establish the administrative corporation system of national universities. Part of the special chapter of “National University as Administrative Corporation” as provided in the “Amendment Draft of the University Act” are too idealistic, and the policy objective is too optimistic. The establishment of the education system shall be subject to change per the speed of the social development. More importantly, we shall learn from the experience of others and combine the merits of ourselves to search for a system adaptable to the domestic environment. As such, whether the administrative corporation system shall be applied to the national universities remains open to be discussed, which cannot solve the dilemma that national universities are facing. This study suspects that the organization reform of national universities shall return to the inherent function and mission of national universities rather than transforming into the administrative corporation purely for the purpose of the administrative incorporation. In terms of searching for a development mode in favor of national universities, the organizational structure of national universities shall be pertinently adjusted so as to establish the decision-making mechanism in line with the rights and responsibilities, a robust financial system, and a partially flexible personnel system, as well as implement the performance evaluation system.
