The purpose of this study is to assess overall and individual performances of the Chunghwa Post Company after 2003 restructured into a corporation organized and implemented the system of 23 responsibility centers , to analyze productivity change over 2003-2008, and to examine the effects of environmental variables on the overall performance of the surveyed centers. Slacks-Based measure model is used to assess overall performance, individual performances (service performance and profit performance) of the responsibility centers. Cross-efficiency measure is adopted to identify the best practices of responsibility centers in terms of overall, service, and profit performances. Malmquist productivity approach is then used to measure productivity growth over time. Finally, regression analysis is used to explore the effects of environmental variables on the overall performance of the responsibility centers.
There are six research questions including (1) How do responsibility centers perform in terms of overall performance and individual performance (Service performance and profit performance; (2) What most productive scale size were the responsibility centers experienced? (3) Which responsible center is the best practices in terms of overall performance, service performance and profit performance? (4) What are the relationships among overall performance, service performance and profit performance? (5) Do the responlibile centers have productivity growth over time? (6) Do the environmental variables have impacts on overall performance of the responsibility centers?
Results of this study shows that: (1) in average, overall performance is 0.779, service performance is 0.761, and profit performance is 0.898; (2) A is the best practice in overall performance and service performance, D5 is the best practice in profit performance; (3) a center with a high overall performance has both high levels of service and profit performance; (4) in average, majority of the centers had negative productivity growth; (5) the population of local areas has positive influence on the overall performance and the number of branch offices of a responsibility center has negative effect on the overall performance lacking of statistical significance .
