The current national defense policy, the military is facing in the Budgetary constraints and personnel cuts pressures, also the logistical support system experienced in aging weapon systems, and low proper rate, operational maintenance costs Increase, supply chain long and slowly and time-off waiting problem . Using Private power , with new methods and incentives to help the modern national defense access to cost-effective supply and maintenance have become the Government''s policy objectives.
The weapon systems currently serving in the R.O.C. military are mainly acquired from the Foreign Military Sales (FMS) system of the U.S. government, and the logistics system of the R.O.C. military generally follows that of the U.S. military as well. Recently, Performance Based Logistics (PBL) has been successfully implemented by the U.S. military, and these successful experiences could be helpful to improve the efficiency of logistics system of R.O.C. Army.
This study, current combination of domestic military and Private industry “the GOCO of 2nd Air Force Logistic Command” principal operating contractors (2nd ALC GOCO Program of Aerospace Industrial Development ), based on logistics service quality, combined with PBL and PZB service quality concept and value volume mode build the logistic support platform for customer Satisfaction of the assessment mechanism.
In external, study customer expectations of logistical support, in internal, logistics information service system objectives to measure expectations) And evaluation indicators by the IPA (Importance-Performance Analysis) placement of a trading point for improving the warning, and give a piece of advice in balance of operating costs and operating performance.
The results of this paper, that The Contract Company and customers (the military) are very similar in logistical support services focus. It means The 2nd ALC GOCO Program of Aerospace Industrial Development have as a "customer view " as the starting point, Attention in system parts supply operations and maintenance support services, and is satisfied with supply chain management ,maintenance of professional and responsiveness, but the performance for inventory analysis, emergency handling ability, overall demand analyses and information systems on perceived easy is not ideal.
We suggest that the case organization operate and develop in the needs analysis, business intelligence and system efforts of humanness services; in operating cost considerations, the proposed priority to invest in the poor quality of service indicators for the project can yield twice the result with half the effort. However, the targets customers make low attention but high quality satisfaction service, is priorities in streamline operation costs.
