However, constrained by geographic locations and natural resources, the advancement of industries in these small islands is sluggish. Even worse, marine resources that sustained most people’s life on the islands are exhausting. As a result, people are moving out to seek for a better life. Under the circumstances, tourism and creative industries have been promoted as ways to reestablish the livelihood of the island people. To have a better understanding in how to grow and manage international tourism and creative industries on small islands, this study aims to investigate to the tourism and creative industry in Taiwan off-shore islands-Kinmen, Matsu, Penghu and the Japan off-island, Okinawa. This study employed document analysis and field study. Data were collected from various sources and analyzed to draw to the conclusion. They included papers from journals, magazines, and official reports, and field works on the small islands (Kinmen、Matsu、Penghu and Okinawa) as well as, summaries from the participation of academic and industrial conferences. It is possible for small islands to reach out to the world through tourism. Sightseeing on small islands has been popular for travelers. For example, Okinawa is one popular island that internationals like to visit. To attract internationals to come to Taiwan off-shore islands, it is important for Taiwanese small islands to not only display their unique characteristics but also learn the experiences of others such as Okinawa. Therefore, there is a lot to do for both Taiwanese people and government for Taiwan island to be seen worldwide. By the comparison and analysis of conditions for industry development of Taiwan, this study draws some suggestions for managerial strategies in the development of small island tourism and creative industry. Furthermore, by performing SWOT analysis to exam internal and external challenges faced by both Taiwan and Japan small islands, some recommendations in positioning and continuous advancement for Taiwan off-shore islands are made.
