In order to effectively achieve the purpose of disaster prevention on the regions of disaster history, the identification of the priorities for the key disaster prevention areas can maximize the effectiveness of disaster prevention. In this study, after identified the study area, the detail inventory of the field investigation is concluded from the related literatures. A data base of 10 evaluation factors for all the key disaster prevention areas is formulated based on the results of field investigations and extraction analysis by geographic information systems. The entropy weight method is applied in this study to objectively appoint the weights of those 10 factors. The weighting result indicated that "distance between disaster area and protection objects" and "scale of landslide” are the most important factors. The priority list for the key disaster prevention areas are then revealed by the Compromise Programming Method and Weighted Summation Method. In this study, the top 30 villages of the total 896 villages located in Taichung and Miaoli counties are selected based on four screening criteria, i.e., landslide area, number of the debris flow potential creek, protection objectives, and disaster history. With the results of GIS spatial analysis for these four criteria and satellite images, the overlay analysis is applied in the study to identify the 33 key disaster prevention areas. Besides, the results of clustering analysis indicated that areas of the first cluster, i.e., Ba-yeng-keng, Shan-Bi, Hong-cai-keng, Tian-Gou, and Chi-tung-liao, are listed as the first priority targets for disaster prevention and management.
