碩士 === 逢甲大學 === 科技管理研究所 === 98 === Along with the coming of knowledge-based economy, the core value of enterprise has gradually transferred from tangible assets to intangible assets, and the attention of knowledge-based economy is becoming increasingly important, the construction of intellectual property system has strong connection with technology and industry. The intellectual property of enterprise will become one of most significant internal asset, converting enterprise profits through transferring and exchanging rights in the transaction market. At the same time, for the industrial competitiveness of the overall nation, possess crucial contribution and influence. Since the intellectual property right (IPR) has highly industrial and economic significance, it should have protected properly by the government. The technology which industry possesses in the intellectual property market with regard to the industrial development, well-developed intellectual transaction market not only promotes the industrial improvement, but also affects the realization of technology value. Owing to the integrity of R&D regulations and the well-constructed transaction mechanism, the R&D and patent application activities in the advanced nations, i.e. Europe, United States, and Japan, are developing vigorously. Although the Intellectual property service industry is in the booming stage, for intellectual property service providers and staff, lacking qualified examination and management standard, causing the service quality and professional intellectual property competence unbalanced condition. This study uses data collection, literature review, and expert survey approach, consulting different suggestions from industry, government, and academia experts, to realize different roles’ opinions toward intellectual property service, therefore, representative experts’ opinions are integrated, and we use Interpretive Structural Modeling (ISM) with applied software to present the relationship among different professional competency indexes, combine Analytic Network Process (ANP). It would be a great help for the owners of intellectual property services and customers evaluate appropriate intellectual employees by the professional competence indexes. At the same time, it is essential to realize the influence of professional competence indexes, and create sustainable competitive advantage, on the other hand, conducting personnel training and cultivation, the research result will help government agencies, related intellectual property service industry, and academic as a good reference.
