For transportation sustainable development, promoting the use of public transportation is an important strategy for the government. However, the government should make a complete policy which is consistent with the needs of people and could increase the social benefit.
This study tried to make a policy analysis route with the viewpoints of public policy and economics. To confirm the feasibility of the model, we use the bus developments of Taichung City as a case study. The result shows that one strategy could not solve the entire problem and reach the goal that we want. Decision-makers have to fine-tune the strategies or the policies to balance the supply and demand. They should let those strategies or the policies work under the environment and lead a higher efficiency of transportation operation and finally construct a healthy public transportation environment.
