In general, trains have the right of way to pass the level crossing. However, statistical data of Taiwan Railway Administration (TRA) shows that from year 2003 to 2005, there are 303 railway accidents at 649 level crossings in Taiwan area. The 90 percent of accidents can be classified by the violation behaviors at the roadway side. Also the highest percentage of violation behaviors is the users of roadway side at the level crossing. From literature review, the accidental rate and fatality of the level crossing in Taiwan has higher than the countries of Europe or Japan. Therefore, how to prevent the violation behaviors at the level crossing will become an important issue from the safety point of view. This study is focus on the violation behaviors of the roadway users, and analyzes the composition of the level crossing in order to explore what factors will affect the violation behaviors of roadway users. First, this study collects the damage numbers of gate arm from TRA. Second, we collect the environment conditions such as safely protected grade crossing equipments and the road geometry. Third, we analyze the relationship between the damage numbers of gate arm and environment conditions by using Point-biserial correlation and Product-moment correlation. Fourth, we will Screen out the significant factors between damage numbers of gate arm and violation behaviors of roadway users. Finally, we will propose the improving strategy and priority for the level crossing of TRA in order to reduce the violation behaviors of roadway users and to improve the safety of level crossing.
