Roadway Transportation is the main source of air pollution. Particularly, fuel consumption rate of bus is the second of all vehicles of roadway transportation. It doesn’t be ignored the emissions and energy consumption of bus and key factors affecting the emission and energy consumption of bus with fewer concerns in the past. There, this is the subject on this paper. First, this paper summarizes the literature reviews to find the factors affecting the emission and energy consumption of vehicles. Second, for fully understanding these related issues and mining the factors by deeply interviewing experts and scholars in academic circles, bus industry and government agencies. Then select and classify the factors affecting the emission and energy consumption of bus with three dimensions: driver, vehicle and environment. Third, analyze and screening for key factors through Decision Making Trial and Evaluation Laboratory (DEMATEL) containing expert questionnaire. The results show that policy, driver characteristics, driver education and training, traffic flow characteristic, geometric design of road and design and function of vehicles are the critical factors. Forth, group factors and inspect their causal affecting path, then propose solutions of improvement for this topic based on social equity, financial sustainability, energy saving and policy of sustainability. Furthermore, establishing inspection and maintenance system, setting up standard of testing in accordance with industrial environment in Taiwan, implement completely inspection management, establish a specific agency to fulfill synchronizing maintenance and inspection and improving corporate health are measures on policy act. Develop driver education and training system is a measure on corporate management. The measures on design and function of vehicles include low-pollution vehicles promotion measures and innovation and improvement of vehicle technology. Priority of public transportation is the measure on traffic flow characteristic, geometric design of road. This paper proposes solutions of improvement according to critical affecting factors and accompanying measures to solve the problems of affecting the emissions and energy consumption of bus.
