In order to enhance universities competitiveness, all universities improve the quality and performance of student affairs and put student affairs as a top priority. Dormitory counseling plays one of the most important roles. The learning environment and living setting that dormitories provide have a close effect on students’ university life development. However, what kind of dormitory space, facilities and environment that students need? Do dormitories have proper educational function or counseling programs? What kinds of policies are really suitable for students and can affect their learning? This study used questionnaire survey to dormitory students of five private universities in the central Taiwan. The total number of beds in these five universities is 16,519. There are 400 questionnaires distributed according to the proportion of the number of beds within these five universities. 370 questionnaires are retrieved and 361 are valid samples for the research. Research tool for the " The Study on the Construction of University Students’ Dormitory Learning Environment and Effectiveness of Student Learning " is questionnaires Statistical data analysis is implemented with SPSS 12.0. Then, statistical tests are conducted with descriptive statistics, t-test, one-way ANOVA, Pearson product-moment correlation, and progressive multiple regression analysis. Based on the collected data, the results are: 1. Each university has different situations according to his own student dormitory environments and counseling programs. 2. Students perceive that "dormitory environments" are more important than "dormitory programs". 3. Student perceived that from the effectiveness of dormitory student learning, they are more benefited from "interpersonal skills" learning, followed by "self-development" learning, and then "academic learning". 4. Variables such as universities, years, accommodation experience, and dormitory escort experience make significant differences in the cognition of the construction of dormitory learning environment. 5. Variables such as universities, genders, accommodation experience, and dormitory escort experience, dormitory bed distribution make significant differences in the effectiveness of student learning. 6. Constructions of dormitory learning environment are significantly related to the effectiveness of student learning and serve prediction function in students’ future learning. From the results, three suggestions are proposed: 1. Provide better dormitory counseling and services according to students’ demands. 2. Create a high quality residential learning environment and upgrade learning atmosphere for students. 3. Strengthen learning mentoring programs in dormitories and expand students’ learning visions.
