However, most previous researches about selecting members to form new product development project teams emphasize mostly on the employees'' professional skills and experiences, less on whether their personalities match the team role required for executing the project successfully. Therefore, the purpose of this research is focus on how to organize a product development team with lowest payroll considering both the team role and expertise characteristics of the personnel to improve the efficiency and effectiveness of project operation. Firstly, the above problem is analysed to construct the mathematical model. Then, the optimal solution of project member selection is obtained by using the software Lingo80, The relation between the work efficiency of the project team is also conducted. The results show that the team roles affect the performance efficiency and the total cost of project. If can be also found that When the total evaluation values of the project team role get greater, the efficiency will grow, and the project can be completed in shorter time, which causes the decrease of the total costs.
