Although section 54 of the Act for Promotion of Private Participation in Infrastructure Projects confers legal basis to assess performance, it is not completely stated performance evaluation methods that result in affecting the rights of manufactures, and reducing interests of investors. Furthermore, the scope of current operation performance assessment is too large to be objective and could easily lose supervising function and positive improvement toward private institutions. Therefore, if an operation performance assessment model is established, government could use it as a basis to supervise private institution. In recent years, the increasing number of vehicles results in a large number of illegal parking which influences traffic. Therefore, in order to improve the parking problem, the Executive Yuan will determine a parking policy of making off-street parking as priority and roadside parking as assistance. Because of the government financial difficulties, after year 2001, the Ministry of Transportation and Communications is no longer subsidizing local government to build public parking lots. How to utilize current off-street parking spaces, efficiently supply sufficient parking lots to reduce the impact to traffic, and improve the service quality to increase revenue have become the most important topic. The study will define theme and research scope, sum up and systemize the effect of private participation related to infrastructure projects OT model. We will also collect,analyze and compare the relevant documents of operating off-street parking spaces. We use the following five items as performance assessment objectives: implementation of the contract; operation performance; facilities maintenance;service quality control; environmental safety and sanitation. Morever, we use questionnaires to obtain knowledge and experiences from experts in authorities, academic institutions, and related industries. We will set up evaluation systems for off-street parking spaces by selecting 18 key factors that influence the performance of operating off-street parking spaces, and then use AHP to do the weighting calculation. At last, in order to evaluate the operation efficency, we use off-street parking spaces in Changhua County as an testing sample and further relevance.
