LED has particular characteristics such as high brightness, low power consumption and long-lasting life cycle, becoming the mainstream of the future of lighting equipment. Now LED companies in Taiwan have excellent capacity and quality advantage which is already the best LED foundry in the world. LED product categories have been applied from small size 3C product to big size display、sinage、home lighting and so on. This industry is very promising. Under an increasingly competitive global market situation, there are more and more mutual cooperation or competition examples between domestic companies and international companies. However, many domestic small and medium enterprises lack information, technology, capital and other factors, if they want to develop new products to compete with others, and it is bound to consume more resources to achieve goals. In terms of gradual deterioration of global environment, this action is absolutely worse. Therefore, in the development of new product aspect, establishment of industrial cluster provides opportunities for small and medium enterprises to communicate and collaborate with other companies, and enables a transition pressure or weaker small and medium enterprises enhance their competitiveness. But in recent years, industrial cluster is affected by the changing global market and economic crisis. The operation pattern is gradually changing into a syndicated cluster; while this change makes the traditional small and medium enterprises which want to transit into the LED industry clusters more difficult to improve. This research uses qualitative method (expert interviews) for the LED industry cluster in three different orientations of the small and medium enterprises to collect data, and then uses quantitative method (analytic hierarchy process) to analyze. According to the results, identify the key factors between industry clusters and product service systems and lead the concept of product service system into LED industry cluster. The transition could make a settlement of small and medium enterprises reduce depletion of resources during their R & D process. Based on the nature of different critical factors is related to product and service system items, and find out items that belong to its position and enhance its international competitiveness. This research emphasizes on the weakness of the development pattern of LED industrial cluster. By imported the concepts of the product and service systems enable more traditional small and medium enterprises that want to enterprise transformation to successfully achieve transformation goals and make clusters’ development strategy more complete. In the future, it could be used as a reference for other types of clusters.
