Total amount of surveying technician certify-cates for the class-c category has been issued is 28,597 at the time of January 2009. The objective of the skill test is to issue certif-icates for a surveying technician to get a job in the professional market. It is a nice way to provide job security for a certified surveying technician. But in the real world, surveying companys have problems to get professional working force from the job market. Now there is no surveying department in the vocational high school in Taiwan. The vocational high school students who have surveying technician certificates are not majoring in sur-veying. It is a real problem associated with the skill test for is-suing surveying technician certificates. The objective of this study is to pursue the adequacy of cer-tified skill test on class-c surveying technician certificates. It is simple that one certified surveying technician has highly profes-sional skill and can get a decent job in a surveying company. The skill test can work in a way that it should be working. Surveying companys can get highly professional working force in the job market. The Delphi method was implemented. It is a nice approach to get conclusive results among some experts with different opinions from a series of questionnaire. Three rounds of questionnaire were performed. Twenty five highly professionals in surveying were grouped into two parties. One party consists of 12 professors from university and colleges. The other consists of 13 professionals from surveying companies and relevant fields. Statistics such as mean, median, mode, standard deviation, and quartile deviation were calculated and statistical analysis was performed as well. Five topics were analyzed including: standard of skill test, database of written tests, database of field tests, standard sheets for field tests, and qualification of invigilators. The results indicated that the database of written tests should consist of at least 800 questions. Some technical categories should be removed from the database. New items should be added such as Land Surveying and Mapping Law, GPS, and mapping point selection. In terms of field tests, both parties have different opinions. It can be concluded that the skill test has some problems to be solved. Allowable errors in the field tests should comply with that in the open field surveying. The number of Invigilators from the surveying industry should be increased to depict the merit of job functions of certified surveying technicians. It is recommended that at least half of proposition staff of the skill test should come from the surveying industry.
