碩士 === 朝陽科技大學 === 營建工程系碩士班 === 98 === The authorized agency of government has expeditiously promoted in recent years a quality management system commonly adopted for public construction projects in Taiwan. The objective of the study was to help develop a standardized operation for construction quality inspection procedure essential for enhancing construction quality and implementing the quality management system that is normally carried out on the basis of 3-level self inspection practice. The study was conducted with the use of quality inspection results in 2009 for the public construction projects administrated or sponsored by the Department of the Interior, Taiwan, ROC. The defects repeatedly encountered during more than 50% of the inspected projects were summarized, studied, and statistically analyzed to reveal the major causes of the shortcomings to provide the foundation for the study. A set of improvement tactics before and during construction was then developed in the study to help achieve the goal with an emphasis on quality enhancement of the public construction projects. A correlation study was also carried out to better understand the relationship between the quality inspection results and size of the projects as well as the type of construction management used. The discussions and suggestions for improving the current quality inspection operation were also addressed and successfully incorporated into the inspection programs being utilized by the Department of the Interior and other related government agencies in the central government. The results of the study including the improvement tactics are useful in practice for upgrading the quality of construction projects in both private and public sectors in Taiwan.
