Currently, most of the central air conditioning systems used in big office buildings, hotels and hospitals are water cooling systems. If the circulating water of the water cooling system is not properly processed, not only will the system be damaged by lime-scale, but also the cooling tower will be full of bacteria, especially legionella, which causes Legionnaires' Disease. Moreover, people are becoming more and more aware of saving energy and protecting the environment, and the role of the industry of water treatment of central air conditioning is therefore more important. This study firstly did a thorough analysis of the internal and external environment of this industry, followed by a Management Analysis consisting of SWOT analysis, Five Forces Analysis and Industry Analysis to understand this industry. Lastly, opinions of a number of industry experts were collected by questionnaires using an Analytical Hierarchy Process (AHP), so the focus of the management strategy of this industry was explored. According to the findings of this study, analyzed via Weight Function Analysis, “Core Technological Competence (0.374)” is the most important dimension and the most two important factors under this dimension are “Adaptability” and “Technology Level”. The next important dimension is “Company Management (0.23)”, and the two most important factors under this dimension are “Clear Company Vision and Objective” and “Top Management's Support to Company Policies”. The third most important dimension is “Marketing (0.21)” and the two most important factors under this dimension are “Sound Distribution System” and “Marketing Strategy Planning”. The fourth important dimension is “Industry Regulation (0.106)”, and the two most important factors are under this dimension “Industry Self-Regulation” and “Government Regulations”. The fifth most important Dimension is “Human Resources (0.079)”, and the two most important factors under this dimension are “Incentive and Reward System” and “Strengthening Professional Training”. The conclusion of this study is that the management strategy of the industry of water treatment of central air conditioning should be enhancing “Core Technological Competence as the first priority.
