This study aims to investigate teacher appraisal of case universities, by using balanced scorecard to construct a index for teacher appraisal; and also use the same theory to research relationship between both. Subsequent suggestion for improvement and development in practice of the system is then proposed according to study results. Regarding methodology, this study adopts literature analysis and questionnaire survey, mainly by compiling a questionnaire for teacher appraisal index from case universities, with the idea of balanced scorecard. In this study, full-time teachers were subjects; 300 hard-copy questionnaires were distributed, 177 were recycled. Data collected were processed with statistics, factorial analysis, canonical correlation analysis, one-way ANOVA analysis. Results of this study are: 1. Correlation exists between the aspects of teacher’s organization identification and teacher appraisal. 2. Differences between aspects of teacher’s personal property and teacher appraisal are:  (1)Teacher’s gender, concurrent post, ranking, age, age of seniority are significantly different.  (2)Teachers of different genders are significantly different in the aspect of finance. 3. Significant difference exists between organization identification perceptions in teachers from diverse colleges. Finally, suggestions are proposed as references for universities according literature review and research conclusion.
