A full-scale survey was carried out on the time and the distance needed for the firefighting units to reach the event sites at the mountain tribes and townships around the country. The regression of the arrival of firefighting units at the mountain townships was analyzed. The result shows that it requires724 firefighting units if there has to be a firefighting unit within 5 minutes of trip as the arrangement in urban areas has achieved. However, this full-scale arrangement is not time and cost-effective. With additional questionnaire surveys, it shows that most of the firefighting unit chiefs believe that the key to the success of firefighting and rescue capability at the mountain townships is the improvement of the “disaster rescue capability at the mountain townships” rather than the increase of the “overall firefighting capability” and “fire scene operation capability.” This indicates that the success of firefighting and rescue at these mountain townships must start from the installation of firefighting devices at household and the establishment of local firefighting and disaster prevention organizations. On top of that, the improved firefighting capability and fire scene operation capability of the firefighting units are added in order hope to improve effectively the firefighting and rescue performance in the shortest possible time and ensure the fire safety quality that people living at the mountain townships deserve. 游本志 2010 學位論文 ; thesis 0 zh-TW
