In the establishment of the system, facilities including water supply facility, power plant, transmission and distribution pipe lines and water storage tank each has its function, which must cooperate with each other to supply water, so each of the water supply facility is indispensable. Such composed Landscape is called "systematic landscape", and the interactive relationship between each cultural element in the cultural landscape is also known as " systematic relation.". This study applies the systematic relation standpoint in cultural landscape concept with Suido Systems establishment, land-use transition and watercourse cultural landscape as the main breakthrough point, and evaluates Kusayama suido systems as cultural heritage with the research process "DIVE Approach" in urban "development process and results ". The evaluation of Kusayama suido systems as cultural heritage is divided into four stages, with the systematic view in the preservation and maintenance of cultural landscape, Task 1 Description reviews the historical context of Kusayama suido systems, Task 2 interprets that the constructive process of the system changed the land-use category and thus brought about the Kusayama suido system landscape, creates the time - space analysis map of Kusayama suido and clarifies the transition of land use and watercourse landscape in Kusayama suido systems, Task 3 first defines assessment scope and then gains a preliminary understanding of the state of Kusayama suido systems (the authenticity and integrity) and analyzes the vulnerability, sensitivity and allowable-change limit of the system on the basis of the relations between watercourse building process, land use and the cultural landcape of watercourse, evaluating the value of the system in historical process way, Task 4 reaches conclusions and offers recommendations, it proposes the cultural heritage of Kusayama suido systems and its future research directions. The cultural heritage of Kusayama suido systems represents the relation between the establishment of this system, the process of land use and the landscape transition since the creation of the watercourse system. The relation mainly interpretes the life evolution process in Kusayama, from which five value particularities can be raised, complete with historical value, cultural value, nature value, scientific value. These value particularities are evaluated together with the historical process of Kusayama suido systems, which suggest that nature value, scientific value, social value can be derived from the historical and cultural value. And these values last by educational method and become preserved managing directions.
