This is not only the positive thinking for the preservation of historical buildings, but also can expand the importance and content of historical buildings in the developing of modern life. However, some of the permits for aged historical buildings and villages could not be updated due to the loose regulation for fire safety during their building periods and it will cause the problem in the restoration and reuse of the historical buildings. At this stage, the studies for historical buildings, the architecture management for the reuse of historical buildings, the related regulations and systems of action plans for fire safety, reference reviewing and similar cases are quite few, and most of them only focus on some of the regulations and some case studies. The preservation of historical buildings not only follows the regulation for the preserving of cultural assets, but also involves the regulations for city plan, land regulations, construction regulations, fire safety regulations and other related regulations. Because all of them are one-way studies, they lack definite criteria for system and regulation and results in the huge drop in execution. However, to conform to the architecture management, land use and fire safety, the plan design for restoration and reuse of historical buildings and villages should not rule out related regulations. According to article no. 21 in the cultural resources preservation law, because of the difficulty for reuse and restoration the facilities in construction, the restoration for historical buildings should maintain the characteristics of their original appearances to comply with the regulations of fire safety in architecture laws. When there is a need to restore or to reuse the historical buildings for public uses, it will be asked to set up specific limits on building structure, construction and fire safety to meet the purpose of maintaining public safety. The problem now is that there is no criterion on the implementation in architecture and fire safety, and it leads to that the people engaged in planning and verifying have no rules to follow. Concerning the problems above, this study based on the topic of reaction plans to the architecture management and fire safety of historical buildings expand the level of designing for the reuse of the historical buildings to the suggestion for future management – to deliberate the reuse of historical buildings with a integral and full-scale view and to study the solutions for the restoration of the historical buildings or the reuse of building management and the planning principles for action plans of fire safety .
