This research will study the rural communities in southwestern Taiwan, the main body, and to "employee purchase of materials" and "rural re-life" strategies and programs, the establishment of communities to participate in the concept of integration of the past rural organizations, with the to demand characteristics and the overall development vision can not only improve employment opportunities for community residents to implement the community vision of bottom-up planning for the community, but also promote the welfare of farmers, rural regeneration to achieve the goal of establishing new rural rich and beautiful.
The actual participation and expert interviews as the main questionnaire, with the AHP and Delphi method to establish this evaluation model, employed in purchasing materials for participation in community facilities for the process to give the community information in the hope that employed for purchase of materials to create a model community promote the development of traditional rural communities.
Conclusion of the study, most of the residents and the community chairman, are very willing to accept government subsidies to facilities for community building, especially in hiring facilities for purchase of materials for the model. On the one hand can save unnecessary contract works expenditures, also can reduce the engineering machinery and environmental pollution arising from the operation of the most important thing is to let the community residents are directly involved in the community of public affairs for the community learn from each other bring business opportunities and vitality. Expert interview questionnaire which learned to rural communities as the center of the internal factors as the main influencing factors, and county government policy to promote rural community development throughout the important factors, so the government policy decision for purchase of materials employed in rural communities the success or failure . In addition, employment in rural communities and rural regeneration policy is also expected to affect the effectiveness of implementation of employee share an important factor.
