Continually affected by global warming, the environment in the southwestern costal area will gradually change. The probability of flood occurring along the costal urban area will increase sharply. Threatened by flood, densely populated costal area in southwestern Taiwan will be definitely influenced. If necessary, people in that area have to give up the lowlands and gradually move to foothills. Foothills in southwestern Taiwan are mostly mudstone and hilly terrain, with higher ground, short of water, lots of geological disasters, and higher temperature. In order to make southwestern mudstone area the future place to live and escape disasters, choosing suitable living areas is a proactive and necessary approach. In this paper, a model is developed to assess livable location for the mudstone of southwestern. A three-step expert questionnaire and the ANP (Analytic Network Process, ANP) method were used to overcome the inter-correlation of each impact criteria for refining the evaluation framework and also generate the weight values. This paper established the location selection assessment modes, including security, health, convenience, comfortable and socio-economic, five factors and 24 criterions. As shown results, the weights of security mode is 0.528, the weights of health mode is 0.199, the weights of convenience mode is 0.111, the weights of comfortable mode is 0.092, the weights of socio-economic mode is 0.07. The model for selecting livable location, developed by this study, ranks the 190 villages in the studying area.
