Adopting a PBC, road agency focuses on inspection of performance of roads and put the responsibility and flexibility of technical works fully to the contractor. Therefore, the contractor could do the right jobs by using adequate materials and methods at exactly the right time to even innovatively improve the effectiveness of there works through focusing on more vital details. One of main challenges that road agencies face when introducing PBC is identification and clearly definition of appropriate performance indicators (PI) on which the inspection and payment of the contract relies. The PIs are different from conventional quality indices and little experiences are available in Taiwan. This paper integrated from the literatures and proposed series of PIs to be used in road works in Taiwan. A panel of experts was used to refine the adaptability of the proposed PIs and accordingly modification of the draft. These PIs were then used on a real pavement maintenance project to verify the adaptability and simulation of PBC project. The results show the effectiveness of PBC on road maintenance project through the flexibility of works and encouragement of using preventive maintenance methods.
