The benefit assessment included four aspects: Environmental performance, safety features, economic and social perspectives. In this study we used "Analytic Hierarchy Process (AHP)" to develop the framework and analyze the importance between all considerations. The steps of this study were divided into two phases, the first stage focused on industrial circles, government agencies, and academic circles to carry out the first phase of the questionnaire survey. We integrated expert opinions to form an analysis of the main evaluation criteria. The second stage of this study used the AHP questionnaire, to obtain different assessment levels and assessment criteria, and then analyze the relationship between them. According to the previous study, and the first phase of the survey results, this study showed that there are four dimensions of using fuel cells to replace emergency diesel generator must be considered, including "environmental performance", "social perception" and "security assessment", and "economic benefit". The environmental performance includes emissions, noise, carbon emissions, vibration, water pollution and the social perception also takes into consideration government policies and corporate social responsibility. The security assessment includes fuel storage, delivery risk, system structure, module structure, composition. The economic benefit contains the cost analysis of construction, maintenance, and machine operation. Finally, this study used the AHP questionnaire to analyze for the second phase. The results showed that the most important dimension of using the fuel cell to replace the emergency diesel generators that must be considered is the safety assessment, followed by environmental performance, and social perspectives and economic benefit that are relatively minor. Furthermore, the total benefit of fuel cells is higher than emergency generators. These results can be used as future reference for the policies to promote fuel cells.
