Since the industrial revolution, the national government functions continue to expand, parliament keeps in balance government administrative organs originally, and its function declines relatively. Based on the separation of powers, as well as the need of effective supervision of the executive. In 1910, Sweden originated the first ombudsman system, which was one political power behavior to supervise the government operation. Along with it , lead the other countries to follow, forming the phenomenon of ombudsmania.
In 1967, according to the Parliamentary Commissoner Act was established, The United Kingdom causes the Ombudsman system after Sweden. The Ombudsman system can be traced back to the British impeachment power development process. For the government administration's supervision, the impeachment power is one of supervisory system important tools. Britain is in the Western country develops the impeachment power most early. As early as the 14th century, parliament to punish the king's minister, officers and gentry of crime, then has this special legal system, that way the House of Commons resolved to sue the perpetrators, and then again referee it by the House of Lords, this is the British earliest impeachment system again.
The ombudsman is appointed by British king, and it is divided in the Congress independently with a focus on the government maladministration. At the same time, Britain has another of a professional ombudsman system regarding local government administration and health care, the former to local government authority administration supervision; the latter accepts the complaints of the nation's health care services. This research causes the Britain Ombudsman to ensure understanding and analysis, make up for the inadequacy of domestic related research.
Tried to compare the position of ROC’s Control Yuan, design, development and operation, we can understand the advantages and differences between each other, then proposed suggestions to the Control Yuan’s innovation or changes in the future.
