In order to accurately estimate the amount of road dust contributions from automobiles, this research will review the estimation methods of dust emissions from traveling vehicle on paved roads. In estimating silt loading (sL) on paved roads, this research uses the results of visual road classification in the Hsinchu area from recent years, and randomly selected roads on which to conduct a street dust sampling analysis screening the size of street dust particles. Furthermore, it makes use of the relationship between vehicle kilometers traveled (VKT) and emission factors to carry out the estimated formula for every document to form a critique of estimated emissions in the territory of Hsinchu County. Among the results of visual road classification, Grade A accounts for 17%, with 78% and 5% for Grades B and C respectively. However the results of road and street dust load show, from the collected samples number 30, 20, 50 and 30, between 2005-2008 show that Grade A emits the most. It appears that the results of visual road classification are often affected by pollution factors excluding the actual load of street dust; it is not substantively typical if only considering the road cleanliness and thus estimating emissions under the above results. Therefore, the research derived three sets of average values of silt soil from the method of total averages, a single category of road, and the proposed value of the Environmental Protection Administration. These averages were then applied to four different kinds of emission factor formulas, and multiplied by vehicle kilometers traveled on paved roads. The results of emissions estimated during 2005—2008 showed that there were extremely significant differences. Of all the methods, the AP-42 estimation method cited by the Environmental Protection Administration should be the most typical. It takes the products of actual silt load and the weight of different kinds of vehicles in every category of road to generate the emission factors for every kind of vehicle on each category of road. Accordingly, when the Environmental Protection Administration of the Executive Yuan drafts regulatory policies, it should require every county and city to carry out a visual road classification census of the different properties and current statuses of their roads. They should also conduct an analysis of street dust samples and particle size for a certain proportion of the total length of the roads in the territory for the purpose of an updated sL reference value for TEDS6.1.
