The method to design buildings with Damping and Stiffness Devices is empty framework that added Damping and Stiffness Devices. It will rise damping ratios of whole structure system after Damping and Stiffness Devices added. So the method is too conservative, do not accord with the economic cost to consider. This research studies use the software ETABS of the commercial suit and the following software DRAWRC to design a reinforced concrete high-rise building with Damping and Stiffness Devices, and then starting nonlinear dynamic analysis and equivalent linear method to look for the effective damping ratios of construction. Design earthquake strength to consider the situation under the high damping ratios, to configure reinforcing bars anew for beam-column components. Finally, cooperating with seismic capacity assessment of reinforced concrete structures of software SERCB using pushover analysis to confer seismic capacity of buildings with damping and stiffness devices and empty framework.
