People are no longer limited by time and location when surfing on the Internet. Thus, getting information from the Internet becomes more efficient and convenient. This leads to easier file copying and sharing, which make the problems even worse on intellectual property rights. Therefore, in order to protect and supervise mobile digital contents for mobile telecommunication and mobile commerce. OMA declared Open Mobile Alliance Mobile Broadcast Services Enabler Suite(OMA BCAST) in June, 2007, a standard which adapts interactive channels and broadcast channels, and is also applicable to IP-based streaming mobile phone content and P2P transmitting methods. However, the regulations set up by OMA would be affected by the number of users. In addition, the system of randomly selection and subscribing timing is not complete, and the subdividing system is not strictly classified and managed. Thus, in order to meet the concerns of practical and safe requirements, plus the special features of mobile commerce and the lack of OMA BCAST, this essay will propose a content rating based digital rights managing system, a time-sharing based digital rights managing system, and a digital rights managing system performing both contents. These are the three ways to subdivide the encrypting level and time-sharing, to accommodate the prospect of the independence on either system running efficiency and the number of users, low management cost, storage cost, system publish cost and high secure method on rating and time sharing, subscription on demand, effective mechanism for rights revoke and leaking tracing.
