There are 51,339 projects of patent were applied in 2008, and the experts expect the quantity of patent applied will be booming in two digits in the future. Nevertheless, it's the complicated and copious process from patent applied to the patent right getting, and it can't be controlled, meanwhile, it causes resources wasted and non-efficiency, even it will cause tort indictment, and it will also let the industry competitiveness decline but the reason of decline is not for technical skills. How to assist the industry to get the patent successfully, and increase the quantity of patent applied and enhance quality of service which are an essential topic for the time being. This essay uses Lean to improve the service of patent applied process, and use patent document with RFID, it's helpful for patent applied process from document collected, writing, document delivery, and it can track every link of these patents for the patent business office. We can use Value Stream Mapping, VSM to analyze the current problems, and provide improvement solutions step by step, and then we will depend on SOA-based architecture to design Lean Information System for Patent Services to ensure the program changeable and reutilize agility. Combined information and technology and Lean for decrease the timing wasting to make sure the process of Patent Services will be done smoothly and rapidly. Furthermore, it can put professional skills in good use in order to cost down for office’s operation. Moreover, users can plug in on projects' process and information, and we can satisfy every customer's inquiry and patent's approved; furthermore, it can be implemented and enhance industry's competitiveness.
