Summary: | 碩士 === 國立中正大學 === 戰略暨國際事務研究所 === 98 === With the collapse of bipolar cold war system, the U.S. becomes the unipolar power in the international system which wields prevailing influence on world politics. While maintaining its hegemony, the U.S. also has cutting edges in the fields like information, military, technology and culture. Through this strategic opportunity, Washington strengthens its influence on international systems, performing its role as a ―world police‖, and then regulates the anarchic order in international systems.
After China adopted the Reform and Open Door Policy in 1978, its economy has been developing staidly. China‘s military concept has also been affected by this rapid economic development. China, which had been a relatively underdeveloped country, becomes a major power in Asia- Pacific region, and challenging the U.S. hegemonic position. China‘s rise poses a grave security threat to the regional interests of the U.S., while China simultaneously becomes an indispensible cooperation partner to many world powers in major international affairs. Many critics against the U.S. focus on its role of world hegemony. However, the range and the speed of China‘s rise, and its impact on international system are still things left unknown. It is therefore a topic worth exploring academically in depth.
This research adopts the realist perspective, especially in the interpretation on human nature, power struggle and international anarchic structure. Through the method of cross level analysis, the author attempts to explore the foreign policy differences of China and the U.S. on Taiwan and two Koreas, the thesis discusses the implications of China‘s rise to the U.S. in North-East Asia, the rise and fall of their relative powers, and their roles in this area.
