碩士 === 國立中正大學 === 政治學所 === 98 === According to Ministry of the Interior’statistical result that Taiwan was the Old Country in 1993. It showed nursing home and take care of the problem has become an important topic of the current government. Taiwan has much more social security and social welfare system before the national pension insurance be implemented, but it’s not perfect enough so that people can not give complete protection. At the same time, such pension issues on welfare of old people getting more attention because of political elections. For this reason, the formulation of National Pension in addition to government officials, legislators and scholars to participate in and after the political and economic environment changing, various social groups jouned too. The main purpose of this study is to explore the development of the national pension system during the interactive relationship between the various actors to understand the complete picture of the overall system of planning. Policy nextwork theory is the main foundation of this study and chose Marsh and Rhodes of the policy network classification. Nalysis revealed that policy actors with the extension of the timeline become increasingly diverse in making process. Resources owned by the actors according to their different nature and in the richness, abundance, and other features of different exclusive. Further analysis also informed that action taken by those who interact with their network in the policy to play the role and location are also highly correlated. In addition, the study also found that the planning of national pension system greatly affect the major social events. After all, this study suggests that the national pension po changes rather than the network type is fixed. According to Marsh and Rhodes regarding the policy network''s classification, it is a gradual shift from the policy community to issue network.
