Though drug abuse is rampant, drug use also follows a downward trend with respect to age. However, the infiltration of drugs into the campus has led to yearly increases in the number of students doing drugs; further, drug abuse in this age group is concentrated in junior high school students, particularly those in levels higher than high school. This phenomenon has major implications for campus security, social security, and national security. As such, the problems inevitably resulting from the measures taken by the government and schools to prevent the spread of drugs is an increasingly important topic. Alarmed by the infiltration of drugs into the campus, an issue that is becoming increasingly prominent in the society, the Ministry of Education put forward specific measures to combat drug abuse, hoping that the implementation of these measures in the campus will stop the spread of drugs in schools. This paper discusses the detriments of the Drugs Prevention Act, the legislative evolution of the process, and the dispute that needs to be resolved, along with the current situation in the campus. This paper also discusses the relation between drug abuse and campus crime in depth. In addition, this paper reviews the study implemented by the Ministry of Education to identify the causes behind and the prevention measures for drug abuse among students, and also puts forward a fundamental path toward the resolution of this problem. The study found that the campuses that have introduced measures to combat drug abuse only managed to prevent drug abuse in their schools but were unable to stop the students from using drugs.
