This paper concerns about 64 associations of community development that participate in Community Admiral Empowerment Plan in Ministry of the Interior(CAPE). The measure of questionnaire designed by myself and together with a comprehensive survey. Reviews of relative literatures, this paper develops a set of community capacity indicator containing six dimensions (organizational capacity, networking capacity, program planning capacity, community participation, political advocacy capacity, and sustainable capacity) to find out the change of community capacity after participating in the plan. The analytical unit of the study is the team that participates in CAPE. The research findings are as follow: (1) the award-winning communities and interaction well between communities and villages that based on self-retrospection of community capacity are better, but the association of community development established is longer that the community capacity performance as expected; (2) regional differences could be found in the communities; (3) self-retrospection of community capacity is found stronger in the communities that participate in the CAPE longer, being proposal communities themselves, and being aware as self-proposed ones. This study also worthily found that the community capacity of the CAEP communities demonstrates different self-retrospection of community capacity key-points as they were in different CAEP stages. The first year is networking capacity; the second year is sustainable capacity and the third year is organizational capacity. It shows that participating in this plan can help communities to build their community capacity. Finally, this study provided some valuable references for the policy-makers in the Ministry of the Interior, local governments, and community organizations for the future.
