In the meantime, the convinence and the economy of the Internet made on-line shopping a popular consumption pattern. However, this convenient consuming method is used as a crime tool by frauds. The Internet possesses high-grade openness which is seemed as a useful implement of filtering suitable objectives. Therefore, the frauds steal the information on the Internet and use the information to deceive victims. In other words, using the stolen data and have the objectives to operate the ATM is a burgeoning crime type. Usually, this kind of frauds is success because of the correctness of the information which the victims seemed as the “proof” of the thought - “I should operate the ATM.”. This research took the qualitative research method as the main shaft to examine the vulnerability factors of the nine victims. Therefore, the in-depth interview and the observational survey are used to collect related information which could illustrate whether the victims have common vulnerability factors. After the research, the researcher found that the victims’ victimization was influenced by the individual factors and the situational factors. As the individual factors, the victims’ demographic variables, life style, unsteady factors, re-victimization, acquaintance of the anti-fraud information and personality could produce specific effects on the victimization. On the other hand, timing, location, designed rational choices, absent supervisor and being forced by the situation are the main situational factors. In the end, the researcher hopes that this research could propose a direction for modifying the policy of avoiding more similar frauds.In that way, the society could reduce the damage to the social security.
