碩士 === 國立高雄應用科技大學 === 土木工程與防災科技研究所 === 97 === Since Taiwan’s economy boomed, it has become the focus to advance life quality to citizens; park reconstruction has gradually been considered as an important policy to local government as well. This research takes Metropolitan Parks contracted out operation management by Kaohsiung City as objects of study and also bases on the different park types to analyze and develop suitable management direction. The purpose of this research is to establish the most suitable management modes for the high-quality parks contracted out operation management. This survey started with interview with experts and then ANP questionnaire was set up after integrating experts’ advice. The main tested objects of ANP questionnaire are undertakers in government department and councilors; 66 valid questionnaires were collected back. The results of ANP questionnaire are: (1) 9 evaluation principles for high-quality Metropolitan Parks contracted out operation management by Kaohsiung City were concluded as operation management references. (2) Through the analysis result of Analytic Network Process (ANP), it clearly shows out that “royalty principle” is the top item taking into account. The benefits coming after the development of Metropolitan Parks contracted out operation management will decide the amount of royalty the owner shall afford. (3) After integrating all sorts of proposals, “convenient-shopping type” is the best park type which represents that if the parks contracted out operation management developing as convenient-shopping parks will make parks’ economic activities more flourishing to achieve the purpose of economic benefit.
