Nevertheless, literature and industry practitioners have indicated the importance of early planning to project success. Until now, the construction industry in Taiwan still lacks a standard approach to help with the early planning process and assess the results. Therefore, this research adopts the Project Definition Rating Index (PDRI), developed by Construction Industry Institute (CII), to assist the construction industry in Taiwan to better conduct pre-project planning and evaluate planning efforts. To investigate the pre-project planning practice for the construction industry in Taiwan, this research uses the PDRI to conduct surveys against building projects and collects information regarding pre-project planning and project performance. In Taiwan, here is According to project data of total 50 interviews focusing on the experts and managers who are planning the architectural cases (including the projects about schoolhouses, technological factory buildings, post offices, temples, stadiums, police offices, and dwelling houses), this research indicates the following results and suggestions based on the software application analyzing statistics –SPSS: 1.Learning from the outcomes by analyzing documents given, we know the designing personnel should have more complete and flawless definition and consideration about the projects and the goals, to reduce the risk and anything may jeopardize, avoiding the further modifications about the existing designs; These modifications might influence the project performance. 2.The results show that projects with PDRI scores larger than 200 (not well-planned) have worse cost and schedule performance when comparing to projects with PDRI scores smaller than 200 (better planned). 3.Based on the surveyed project information, key factors in the pre-project planning stage that have more impact on project performance are identified.
