For this purpose, theories and studies on alternative schools and on dropouts, status quo of alternative schools in Yunlin County, and information on the evaluation indicators of alternative schools were gathered. They were then analyzed, reviewed and collated to construct aspects of functions of alternative schools and subcategories of their functions, and to develop the “Delphi questionnaire on the evaluation indicators of alternative.” Furthermore, with the Delphi technique employed as research method, a Delphi panel of 19 experts was assembled to conduct a three-round Delphi questionnaire survey. SPSS 12.0 software was adopted to perform reliability analysis on the experts’ opinions in terms of mean, standard deviation, mode, quartile deviation and Kendall’s coefficient of concordance. According to research findings, alternative schools include in their functions 5 aspects, 18 subcategories and 112 detailed indicators. The 5 aspects are organization and management, curriculum and teaching, counseling and referral, placement and protection, and facilities and funds. According to the adequacy level form high to low, the 4 subcategories in the aspect of “organization and management” are human resources and application, on-the-job training for staff, resources linking and application, and administrative organization and management. The 4 subcategories in the aspect of “curriculum and teaching” include school administration and curriculum planning, teaching design and application, teaching evaluation and remedial teaching, and evaluation of teaching effectiveness. The 3 subcategories in the aspect of “counseling and referral” contain life education and management, career development and follow-up counseling, and case referral. The 4 subcategories in the aspect of “placement and protection” consist of medical treatment, hygiene and health care, establishment of good living habits and self-care ability, emergency management, and distribution of basic needs of life. The 3 subcategories in the aspect of “facilities and funds” are utility of funds and financial management, safety protection, space planning and facilities management. Concrete suggestions were made based on the research results to provide an insight to how education administration departments related to alternative education evaluate alternative schools and how these schools carry out self-evaluation.
