The general ideal is simplify the encoder to reduce the cost and power consumption of equipments, and no restrictions on decoder side which would be the opposite version of the traditional video coding standards. Thus, we proposed a Wyner-Ziv architecture based DVC codec which is incorporated with the subsampling and MDC concept which mainly use on Key Frame coder resulted in saving at most 49% Key Frame encoding time comparing with the original DVC codec. And it can be occurred with error concealment technique to maintain the transmission video quality stability especially when the packet loss rate is up to 3% in wireless environment. Our propose is not only encoding time economized but also error robustness, we suggest that it can be a power saving and error resilience mode selection of DVC Codec.
