However, the point is not on the floor area ratio itself, but on the building fever caused by the construction industries in the eight years since the policy was declared. The outbreak of the current global financial crisis cause many construction companies bankrupted because of financial problems. The land cost in Taiwan is rising and it becomes more difficult to get land. As a result, the builders can replan the existing stoppage spared building to reduce the land cost. Although there are many domestic and international construction-suspended building cases, academic researches are few. There is no principle for evaluating construction-suspended building factors to be followed. The insufficient of relevant law and encouragement cause the missing time and effect of construction-suspended building return to engineering. As a result, the research actually investigates status of the stoppage spared building listed by Taichung urban development department. Expert questionnaire explore the key element and solution of returning to engineering and not returning to engineering construction-suspended building by descriptive statistics and cross-analysis. The purpose is to find a strategy of returning to engineering construction-suspended building and verify the effectiveness by case interview. The study focus on engineering disputation, the point is to explore the element and solution of returning to engineering of construction-suspended building in Taichung. As a result, the study shows the common factors that affect returning to engineering of construction-suspended building are D.6.3 pay section issues, cash flow, lack of funds, and debt disputes. Then use SPSS statistical software to analyze the solutions of returning to engineering are S.9 negotiation, reconciliation and conciliation. The key element that affects construction-suspended building not return to engineering is E.3.3 the lengthy legal proceedings, by analysis of SPSS statistical software, solutions for the return to engineering is S.1 amend relevant law of construction-suspended building to improve this phenomenon. Besides, according to the results of research and interviews, the solution of returning to engineering of construction-suspended building can be a reference for the involvers when they have problems in engineering, and looking forward to contributing to the construction industry.
