The outbreak of the current global financial crisis cause many construction companies bankrupted because of financial problems. The land cost in Taiwan is rising and it becomes more difficult to get land. As a result, the builders can replan the existing stoppage spared building to reduce the land cost.
Although there are many domestic and international construction-suspended building cases, academic researches are few. There is no principle for evaluating construction-suspended building factors to be followed. The insufficient of relevant law and encouragement cause the missing time and effect of construction-suspended building return to engineering. As a result, the research actually investigates status of the stoppage spared building listed by Taichung urban development department. Expert questionnaire explore the key element and solution of returning to engineering and not returning to engineering construction-suspended building by descriptive statistics and cross-analysis. The purpose is to find a strategy of returning to engineering construction-suspended building and verify the effectiveness by case interview.
