Governments and corporations worldwide have begun promoting free software to lower the PC software costs, and some countries have also made policy for it.  Disk file is a common electronic document for E-communication and information sharing. The extension on a file name has been used to identify the program the file is associated with, and usually implied a user’s software preference. Currently, the file extension .doc, .xls, and .ppt hold the dominant position in the market, which indicates Microsoft Office’s success in Taiwan. Although the phenomena may be stimulated by governmental policy, OpenOffice users should not be discouraged by it. Starting from individuals, many a little makes a mickle.  This research is based on the software usage among elementary and junior high school teachers, and looking for ways to increase the use frequency of free software. When an OpenOffice user starts sending out documents with file extension .odt, .ods or .odp, it will begin to influence others. The research also simulates the user final intent based on personality traits theory and Cellular Automata.  When more and more local governors from education departments circulate documents with file extension .odt, .ods or .odp, it will directly boost the use frequency and inclination to free software among elementary and junior high school teachers.
