This study surveyed researches, in an attempt to determine the importance of e-learning with regard to personnel and their competence in e-learning. The subjects for this investigation were junior high and elementary school teachers in Yunlin, Changhua, and Nantou counties. The random sample consisted of 888 valid questionnaires, with a recovery rate of 91.93% recovery of the questionnaire. Results were as followings: (1) What is important for e-learning teaching designers and instructors in junior high and elementary schools. (2) E-learning professionals have the seven following characteristics: (a) communication skills, (b) literacy of legal ethics, (c) interpersonal relationships, (d) lifelong learning, (e) the basic concept of e-learning, (f) instructional design competence and (g) project management competence. (3) Regarding individual ability, the most important aspect of the e-learning teaching designer is “competence needs analysis” and “the ability to assess programs”; for the e-learning instructor, the most important characteristic is “familiarity with the online teaching process” and “planning teaching ability”. The e-learning multimedia designer is aware of “the education of conscience” and “the ability to create multimedia teaching materials”; and what would be required of the e-learning training planner is the implementation of the application of the principles of instructional design and “application of technology”.
