IC design industry is mainly led by competences of its manpower . The creation of a star product can make one IC design company continuously to be profitable for several years. Therefore, human resource management is one critical issue for this industry, especially the recruitment of key person. Relevant research results in the past have explored and analyzed the success and failure factors of the IC design firms in strategic perspective. Therefore, this research utilized perspectives of strategic human resource management, management of the core work force, and recruitment method to explore current status of Taiwan IC design industry development. The research method involved depth interviews to understand the current status of Taiwan IC design industry development.This study interviewed the pioneer employers, HR managers and engineers who have been successful in this industry,and tocused on this industry’s human resource development status with views of different backgrounds, levels, and perspectives, and extensively to generalize and compare interview results for clarifying current industrial development status in the field of human resource management. The result indecated that the balance status on recruitment and dismiss of keyperson between the management level and resource of key personmight be a way to satisfy each other''s requirement and insurance after consecutive negociation.
