The decisions happen in the higher level of the court, the more powerful force of constraint it is. When doing the relative research of decisions, we can take the important decisions for reference. The more important the decisions are, the more powerful force of constraint it is. The importance of the decisions is according to the judgments made by the lawyers or the law experts, and that can help non-law relative workers realize the importance of the decisions. Besides the man-made judgments, we want to establish a series of scientific methods to decide the importance of the decisions. The first step is according to the specific domains of decisions collected by the online database “Westlaw.” The second step is to use bibliomatrix to analyze the relationship between the bibliographic coupling and the co-citation. The third step is to use the factor analysis to classify the decisions and to decide the most important decision of each factor. According to the results of the classification, the importance of the decisions is based on the cited numbers and the average cited of decisions.
