The expansion of the number of schools among middle and higher education, and the open policy following the official WTO membership are the additional influence. The phenomenon of student enrollment shortage is apparent in a number of departments in junior colleges that affects the administration and advancement of junior colleges. Therefore, this study investigated the motivation of fresher enrollments of a junior college. Examining the factors affecting school selection and student satisfaction were the concrete goals of this study. Finally, the researcher provided recommendations for future reference. The freshers of one junior college were selected as the respondents of this study. Questionnaire survey were used and 704 copies of valid questionnaire were collected. The results showed: 1.Motivation was the important factor for school selection, and learning professional skills was the key factor. 2.The quality of teaching was the important factor for school selection and student satisfaction. 3.Significant differences were found between the selection of departments and population variables. 4.Significant differences were found between student cognition before and after enrollments. The recommendations were: 1.to implement creative teaching in order to stimulate learning motivation. 2.to highlight teacher training and vigoros cooperation alliance. 3.to enhance school facility and promte teaching efficacy. 4.to assist student obtain licenses in order to increase vocational ability.
