Among them, National Ilan University is a special case. When the Public Ilan Vocational School upgraded to National Ilan Junior College in 1988, an Affiliated Agricultural and Industrial Vocational School for Continuing Education was established. There were 16 departments (44 classes). Because more and more vocational schools and high schools had been established in Ilan County and the birth rate has been decreasing, now there are only 4 departments (12 classes). However, it has fostered a lot of excellent skilled workers for the local area. The government’s approval of establishment of private schools and the decrease of birth rate accidently speed up 12-year compulsory education. Besides, even examinees who score less than 10 points in the Entrance Exam of College can enter college. Therefore, vocational schools are more likely to lose in the competitive market of recruitment. How to make the Affiliated Agricultural and Industrial Vocational School for Continuing Education of National Ilan University be competitive on recruitment is the motive of this study. According to the result of SWOT analysis and the interview of successive directors, some related theories of marketing strategies are advised to help this school jump out of the competition of the Red Ocean.
