The economic development is related to construction industry, but overexploitation will cause the impact of the natural environment and will exhaust awkward situation of natural material. Therefore, the task of top priority is to find the substitute for the material of natural aggregate, and to assure the substitute aggregate resource for the feasibility of recycling aggregate used. According to the statistic data of construction waste materials (CWM) information system from the Construction and Planning Agency (CPA) of the Ministry of the Interior, recently the construction business in Taiwan consumes aggregate about 42 million stere every year. However, there are about 42,540,000 stere and 40,120,000 stere CWM produced in the years of 2005 and 2006, respectively. Obviously, the quantity of CWM produced is more than the construction consumption. It can be estimated that if the CWM can be recycled for use about 60%, it can produce and replace natural aggregate consumption of over 30%, 13,400,000 stere, every year. It should solve the pressure of construction materials supply in the domestic, and reduce the production cost, reduce the pollution and the impact to the environment. Moreover, it can make better economy and environmental effect for the country and reach the goal of sustainable resources . Taipei is the capital that the government keeps constructing on. There have many great public project and construction work increased every year. According to construction date, the public construction produced about 15 million stere, about 45% of the total quantity in Taiwan, of the CWM in 2008. It is difficult to seek the standardized location field for CWM, and the situation is getting serious that many construction companies indiscriminately pour CWM. Therefore, it is unable to make efficient management. There are 25% of the CWM unknown where they are, so it does not only influence resident's environmental sanitation, even obstruction water and soil conservation and drain off water; but it is also destroy the natural ecology and desperate the public security. In order to effectively solve CWM problem, this study sums up the data and applies GIS for the CWM sites chosen. It can uses GIS to cooperate with relevant decree and norm, to develop and build the suitable location of CWM sites and then combine Model Builder to analysis result with structure of figure also make convenient decision mould group of way. Therefore, it can grasp to each property and job, which accord with the regulation, to offer a policymaker for selection of the CWM site rapidly and review the using of corporation objectively.
