For the purpose of this study, literature review, a questionnaire on “Elementary School students’ character building and behavior self-evaluation” was developed and administered. The research focuses on fifth and sixth graders as research population with 756 valid samples. The researcher analyzed the survey data by various statistical methods such as t-test, one-way ANOVA method, and Pearson’s product-moment correlation. Based on the findings of this study, the following conclusions are drawn: 1.The elementary school teachers score above average on the practice of moral leadership; among them the highest score is on “ethic righteousness”, and the lowest score falls on “setting examples by one’s own action.” 2.The elementary school students score above average on character building; among them the highest score is on “be courageous”, while the lowest score is on “ be responsible” 3.There are differences in the perception of the teachers’ moral leadership and moral character in terms of the fifth and the sixth grade students. 4.There are differences in the students’ perception of moral character in terms of the difference in their sexes. 5.There are differences in the students’ perception of moral leadership in terms of the teachers’ sexes. 6.There are differences in the students’ perception of moral character in terms of the hours spent on doing housework. 7.The elementary school students obtain the highest score in character building when their teachers show the best moral leadership. According to aforementioned findings, suggestions are proposes toward educational agencies, elementary school teachers, elementary school students, and future researchers.
